    "content": "We are also aware that some of these officers operate like toll stations where, for example, a junior police officer receives bribes and a percentage is already set aside to go to the next officer supervisor until the highest in the rank. This is the same in the counties where you will find the people collecting revenue in the market places, part of that money reaches the office of the governor.
