    "content": " Thank you, Hon. Speaker for the opportunity to speak to this Bill. From the outset, I support this amendment Bill. It is very clear from the Constitution, 2010 that several public services and deliveries were instrumental in moving towards devolution. We expect that there should be a lot of services provided at the county level. As we look at what has been in play over the last eight years, we can clearly see that we do not have a clear system of revenue collection. There is also a sense that as we endeavor to collect resources, there are elements of corrupt revenue clerks and tax officials. It is also clear that we lack a framework that would enable county governments to ensure that we do not have a taxation system that affects those at the county level. There are cases in which we do not have a clear distinction between taxes payable to the county government and those that are payable to the national Government.
