    "content": "So, these amendments make it very clear and we are looking forward to improve them more at the Committee of the whole House stage, so that we can make sure that the revenues collected at the counties are not lost at all and that any revenue collected by the national or county governments must be appropriated in one way or another. For the county governments, the county assemblies must appropriate this money. However, they must first know how much it is or what the expected collection is because once we put the systems right, we will be able to identify how much money has been collected in a year or even to project since most of those businesses keep on growing."
