    "content": "Lastly, as I thank Sen. Zani for this Bill, it is important that the Senate focuses on counties. Right now, they spread too thin on issues of national importance such as KEMSA. They are everywhere leaving the counties as orphans. This Bill ought to have come much earlier if they were focusing on their role of overseeing and improving the county governments."
