What happened in Tsavo regarding the death of the 11 black rhinos should not have happened. It was gross negligence and failure by the CS and his team to ensure that such precious animals, in the list of endangered species, did not perish. I support the Committee’s Report that the CS should take responsibility and so should the other concerned officers.
