    "content": "Like Sen. Orengo said, if you look at the Constitution on the issue of what a Money Bill is, it is fluid. It says that a Money Bill is a Money Bill. It does not say anything beyond that. It has now been left to the National Assembly to decide what is a Money Bill and what is not. We need to have defined parameters on what it is. The Supreme Court said they cannot envisage any legislation that does not touch on counties. They must all come here."
