    "content": "The embargo on the clean titles has already been lifted and the owners of the titles have been transacting. So, the embargo does not exist on the clean titles. Reconstruction of missing records will be undertaken upon grant inspection and verification of documents from the rightful owners. The missing parcel numbers are likely to be as a result of sub-divisions which have not been amended in the Registry Index Map (RIM). The grant verification exercise will be undertaken as soon as the Ministry of Health withdraws the Covid-19 restrictions.
