    "content": "Madam Temporary Deputy Speaker, the allocations under the ESP are done by the Treasury. Through austerity measures, the Treasury issued a circular to reduce the number of districts to benefit from ESP from 70 to 36. So, the right Ministry to answer this Question is the Office of the Deputy Prime Minister and Ministry of Finance. However, we are still negotiating with them to reinstate the 36 districts in this financial year."
