When they decided to increase districts, they must have made sure that necessary facilities had been made available. Such facilities included provision of offices. When they decided to give money to construct offices for the officers--- When they rescinded that, the Ministry should have taken responsibility to ensure that the money was given out equally or withdraw all the amount. What criteria was used to give out money to certain districts and deny others?"
