    "content": "This is something, Hon. Speaker, which calls for your indulgence and direction. There are things, because Hon. Members have not spoken, which we just want to see if the threshold of public participation as emphasized in the Constitution was met by the Departmental Committee on Transport, Public Works and Housing in considering the Aviation Management Bill of 2020. Let the Committee allow the stakeholders who are interested and were excluded in presenting their memoranda to the Committee be given an opportunity to be heard by it. In line with the foregoing, what is the technical preparative Report of the Committee on the National Aviation Management Bill? This is not an ordinary Bill. This is a Bill that will change how we operate as an industry especially in the aviation sector. It cannot be left to only a few members of the Committee that will congregate somewhere, do something and exclude people who are stakeholders.
