    "content": "Finally, there is the issue of procurement. Indeed, the Public Procurement and Asset Disposal Act is very clear. Variation should never exceed 25 per cent of the initial contract sum. I do not understand how any State corporation can allow a project to exceed 25 per cent of the initial contract sum. We can only read that there is a very clear attempt to gain unlawfully from public funds through variations, in order to benefit personally."
