    "content": "(Prof. Saitoti): Oh, yes; thank you very much indeed. Madam Temporary Deputy Speaker, I think it is good that I do tell this House that the police reforms are very much on track. I will at one stage or the other, be coming here to give a full picture of what we are doing. Suffice it to say the following. At this particular time, a draft of a Bill to establish a police oversight body has been completed, and very shortly, after its approval by the Cabinet, I will be tabling it here. This is an extremely important body, because that is the body to which members of the public, when aggrieved by the activities of the police, will complain to. This is an authority, by the way, that will be headed either by a judge or a person qualified to be a judge. We have already finalized that one; it is not only here; once we finalize this one, we will ensure that we liaise with a number of jurisdictions who have got similar institutions. Not too long ago, we had it submitted to stakeholders, who have also validated it. That is a major step. The second step, Madam Temporary Deputy Speaker, is that we have also now been drafting a new curriculum for the police and the Administration Police training colleges. Our own experts in this country have also been joined by other trainers and specialists on the police curriculum from other countries, especially on the police curriculum. They have finalized it and I want to assure this honorable House that the next recruitment exercise, that will, perhaps, be in July or August, the new recruits will join the training colleges on the basis of the new curriculum. Another thing that is also important is that we will be putting into use a mechanism that we have already worked out; it is a blueprint of that on what we call the suitability exercise. The suitability exercise entails checking all officers, to know where they were, and whether they are really qualified to be there. If they are not qualified, they may very well have to be placed in accordance with their own abilities. Those who will be found to be incorrigible will have to give way. This, we believe, is extremely important and will be taken into account. Madam Temporary Deputy Speaker, we have only been awaiting the Budget, and we have now examined the level of the Budget given to police reforms; once that one is done, we will move on the carrot and stick rule. I can assure you that a lot will be done. Thank you, Madam Temporary Deputy Speaker."
