    "content": " Hon. Speaker, just as the Hon. Member has just said, I agree that this Report is not properly before the House. The only public participation that was done was by stakeholders who were themselves the drafters of the Bill. There are many petitioners who wrote to the Committee but were disregarded. They were not called and were not asked to appear before the Committee. Even others were given a notice of one day and when they asked to be given alternative days for them to respond, they were disregarded."
