    "content": "The other point is delayed contract and variation of cost. This is really important. Some of my colleagues who have spoken before me have alluded to this fact. Some of these projects that have been tied to a timeline, that is, the cost to an extent is cupped. But what the contractors tend to do is to delay so that there is variation of cost. At the end, it will cost the taxpayer more. It is important that PIC has picked up this so that we try to maintain the projects within the estimated time of completion."
