"content": "It is also true that we have had a serial killer. While it has been stated that the police have been sleeping on that matter, it is not true. The police were able to follow leads which they followed. They were thus able to arrest the person in question who yesterday was taken to court. We all know that within any society, we have people with very strange minds and who, at one time or the other, commit very strange actions. It is important that we must always be vigilant on that. I say this because many of you will remember that even in America, we had a serial killer before he was arrested. He had killed a number of people before he was arrested. Much more recently, a person who is a PhD student in one of the universities in the United Kingdom has also been arrested for having killed a number of people. That is a very current case! This particular person was arrested through the use of the CCTV cameras because he took a lady into a flat, then took her out and killed her on the corridor which had CCTV cameras. It is for that reason that we have sought funding in this financial year for the implementation of police reforms to ensure that we purchase the CCTV cameras and make sure that they are placed in various strategic places in the City of Nairobi and other places. I believe we could have arrested many of those people. So, we are doing the best we can and I do want to go back about the police. We decided on the police reform because there was no doubt that we need a police of the current era. We are going to do that! Madam Temporary Deputy Speaker, Ms. Odhiambo has made a very important observation that there may be some clergymen who are issuing curses. They are cursing those of their followers who are in the âyesâ camp. We will remind everybody that we are in a democratic country and people are entitled to their own views. However, that in itself does not mean democratic freedom should be misused to intimidate others. We will hold dialogue with the church bodies. I can assure you that we will do so and remind them that if there is a number of them who also make incitement and hate speeches, they will be treated as individuals and not as the clergy. I think that the question by Dr. Kones has already been answered by Ms. Odhiambo, mainly that the cohesion and integration Commission is actually an independent commission. It goes round, gathers information and brings it to the police, who act on the basis of the information. It is totally impartial. That is a fact. I think she made a very important point, namely that even the right hon. Prime Minister has actually been summoned to appear---"
