    "content": "Finally, I wanted to make it very clear that, as the Budget and Appropriations Committee, we discussed and talked about my Motion. We agreed to shorten the time because even though I am a Member of the Budget and Appropriation Committee, my bringing a Motion to this House is just like by any other Member. So, in order to be in line with the provisions of Article 114 and Standing Order 114, the Committee, through the Chairman, Hon. Kanini Kega, was to take up any subsequent Motion arising out of it. I wanted to make it clear that we had agreed that I surrender to the Committee any Motion that I had already proposed and it will be dealt with at an appropriate time."
