    "content": "I believe it is quite hard to adopt this amendment because it is not out there in the air, it gives the responsibility to a Cabinet Secretary, but it says the Cabinet Secretary will also consult with the Kenya Medical Practitioners and Dentists Board (KMPDB) and the National Hospital Insurance Fund (NHIF) and it has been shown that in most of the referrals, a lot of the expenses are paid by the NHIF to the extent of 88 per cent. So, this consultation, with the board and the NHIF becomes quite important."
