    "content": " Thank you, Hon. Temporary Deputy Speaker. I want to thank Hon. Mishra who happens to have been my senior. When I started internship, he was already a Gynaecologist. He taught me how to perform caesarean sections. This is a good amendment to the health laws. The law provides that the Cabinet Secretary shall provide policy guidelines on referrals both within the country and outside the country. We need to be very keen there. It goes further to say that when providing the guidelines a patient must be referred to another health facility that must have the necessary equipment and technical knowhow. A patient is not just being referred to another facility, but it must be made sure that the facility has what the patient requires.
