    "content": " It is in Hon. Waihenya’s interest to listen to my contribution. As I support this, there are three salient points that are not in question. The first is that the former owner of this property, Mr. M. J. Samuels had a lease of 99 years which expired in 2003. This is a fact in the Report. The second fact is that either through death, disappearance or abandonment, the former owner is said to have left the property unoccupied. Therefore, under the doctrine of what we call radical titling, such land when left unoccupied or unattended reverts and is owned by the national Government."
