    "content": "The last point I wish to make is the issue of titles. This is a thorn, big question and problem in Nairobi including Mathare Constituency. The failure or inability to issue prompt titles causes uncertainty to land owners. This is the key issue behind land disputes because properties are issued with allotments and allocation to third and fourth parties."
