    "content": "Indeed, that is an important issue. Why should the Ministry of Education not start constructing the necessary physical facilities in all public schools? The monies are not being utilised. The pupils and students are all at home. Monies were meant to have been expended for both the second and third terms. So, those monies can be used to upgrade and, in fact, make the infrastructure in our public schools almost first class."
