    "content": "There are some constitutional issues that we want to look at, so that we do not - within our bigger mandate of looking at every Petition - start stepping on the toes of the National Land Commission, county governments and the courts on interpretation. Our own recommendations should not be thrown out as if we have acted in vain. I know the Committee has done a lot of work. They had to do it. However, when you look at the Report, they were guided in terms of what kind of recommendation they have made. Whatever they do will be against the Constitution."
