    "content": "Hon. Deputy Speaker, I also want to add my voice to this issue. I assure you that we have a very difficult time with regard to the disbursement of the NG-CDF. Unlike most projects by the Government, there is a sense of ownership by the community in regards to NG-CDF projects. The level of project implementation by the community is high. That leaves us in a very difficult position. Recently, I had a difficult time with some of my constituents. They asked why the implementation of projects A, B and C was not taking place. They were painting a picture that the Member of Parliament is not doing enough to ensure the disbursement of funds or that the funds have been disbursed but he is not doing enough to ensure correct implementation of projects. It is high time that those funds are owned at the grassroots level and are given unique consideration by the National Treasury. Historically, this Fund has been given special consideration. My sister, Gladys, the Chair of the Departmental Committee on Finance and National Planning, and those who deal directly with the National Treasury such as the Chairperson of the Constituencies Development Fund Committee should walk to the National Treasury and ensure that disbursement of those funds is done as soon as today.
