    "content": "Hon. Deputy Speaker, there is something that I have forgotten. Allow me to raise it for one minute. Much as we push for absorption of NG-CDF, all Departmental Committees have a responsibility to make sure that they push for absorption of other Budget lines. We put money in the Budget and at the end of the financial year, the absorption rate is about 40 per cent. Hence, you find that roads are not constructed in constituencies and water that is supposed to be drilled in constituencies is not done. We also expect almost near 100 per cent absorption of all these monies, apart from NG-CDF. There should be a very good reason the absorption rate in other Budget lines is as low as 40 per cent. There should be no reason. Let us not just focus on NG-CDF. It is the job of all Departmental Committees to ensure near 100 per cent absorption rate of the Budget."
