    "content": "I want to suggest the following. The National Treasury mandarins will always manage us in line with their wish list in the Budget-making process. However, there are realities which we must also accept. That being the case, we will not accept Hon. Wamunyinyi and his team to come and complain on behalf of the Members of Parliament on the lack of funds. You need to deal with the National Treasury mandarins. Let them enable Members of Parliament, and by extension the Constituencies Development Committee, to get the funds. Let them release the money on time, so that a Member of Parliament is not blamed simply because he or she offers an oversight role in the NG-CDF infrastructure."
