    "content": "Truly, the Bill on public service and values is important. However, we have not lived to the letter of the law. We hope these amendments will entrench that particular requirement. As my colleagues have said, we need mechanisms to punish those who do not comply. A county like Busia with many people of different ethnic groups... It is so unfair to find that all the plum jobs are held by one community at the exclusion of others."
