"content": " Thank you, Hon. Deputy Speaker for that correction. (i) Could the Cabinet Secretary explain the method used by the Kenya National Bureau of Statistics (KNBS) in Turkana County, and specifically in Loima Constituency, during the 2019 National Population and Housing Census exercise which recorded a 12 per cent drop in the population from the population recorded during the 2009 Census despite the area having a recorded a fertility rate of 6.9 per cent and a growth rate of 3.35 on average, which is higher than the national average of 5.9 per cent and 2.9 per cent respectively? (ii) Could the Cabinet Secretary explain why the pre-census projection for the population of Loima Constituency indicated a population of 151,935 in 2016; 157,340 in 2017, and 162,807 in 2018 with the population catchment projections estimating 32,334 households with an average household size of 5.9 translating into a population projection of 190,770.6 only for the 2019 Population and Housing Census to record a 12 per cent reduction? (iii) Could the Cabinet Secretary provide the formula used in data collection, and the methods applied in the reporting, storage, analysis and data smoothening for the enumeration results of Loima Constituency, and also avail the raw data as captured by the enumerators? (iv) Could the Cabinet Secretary further explain why the cross-border population of approximately 9,000 persons was not factored in?
