    "content": "Madam Deputy Speaker, I rise to second this Bill by Sen. (Dr.) Zani. It is an important Bill that seeks to bridge the legal gap in the area of community health workers, who are majorly volunteers. Actually, what is missing in this particular area is the framework for recognising the functions of the national Government and county governments. That has come clearly in this Bill. If this Bill is assented to, it will go a long way to encourage this group of people to assist people in the communities."
