    "content": ": Thank you, Hon. Temporary Deputy Chairman. I want to say that even as I support this amendment, I wish to make some observations for record purposes. Even as you want to make sure that money goes to the micro, medium and small enterprises it is important not to open gates where the money could end up with the wrong people, and basically the wrong institutions. I would therefore propose that given that the Cabinet Secretary has a lot of powers…. I think during the Second Reading we said that it is important as we go to the implementation stage, we start thinking of a board which will start looking at these things rather than an individual. In the past, such powers have been abused; we need to make sure that they are not abused. I second. The electronic version of the Official Hansard Report is for information purposesonly.
