    "content": " Thank you, Hon. Temporary Deputy Chairman. Let me begin by congratulating the new Chair of the Departmental Committee on Finance and National Planning for such intelligent presentation of this Bill. I want to go straight and support the amendment. I like safeguards that have been put on the question of ensuring there is regional reporting. My concern is that we are not sure whether this law has put other safeguards to ensure that a businessman in Siaya will be given this guarantee scheme. What if for instance, we wait for the reports and the Cabinet Secretary says: “We did not get businessmen from Kisumu and Siaya to partake of this credit scheme”? I think this needs to come out in this law so that we are sure that everybody was given an opportunity to benefit from this scheme. This is something I think some Members are concerned about and I do not think is very clear in the Bill. Thank you, I support."
