    "content": " Thank you, Hon. Temporary Deputy Speaker. I thank the Chair of the Departmental Committee on Finance and National Planning for this Bill. She eloquently presented it. If we must grow the economy, many Kenyans should be able to borrow money, pay taxes and do business. We are getting an experience with the Chinese who are doing business in Kenya. Actually, we are told that their banks in their home countries guarantee them loans. They are getting money from their government and that is why they are able to do much more business in our country than our own countrymen and women. I think this Bill will go in the right direction."
