    "content": " Thank you very much, Hon. Temporary Deputy Speaker. From the onset, I would like to congratulate the Committee for coming up with a Report that is exhaustive and well thought. When discussing the issue of water, I expected this House to be full because water is life – either as drinking or bathing water or water for swimming in or even as intravenous fluids from the doctor or even water for irrigation of our farms. Water is life. So, this is a very important Report that we should discuss soberly so that we can save our people. For a long time, instead of this water becoming important and a blessing to our people, it has become a curse through runoff during floods where we have lost many lives and property. It is because the Government is not putting in place measures to mitigate the adverse effects of climatic change with which come floods and such issues. Water has ended up destroying our infrastructure. It is because we have not mitigated the effect of this runoff water.
