"content": "I have read the Report. When you are doing an inquiry into the status of dams, common sense dictates that you involve the implementers. In this case, you cannot leave out the NIB because it is the implementing agency. I am speaking from a point of knowledge. There are so many complaints regarding dams in the Coast and from Members of Parliament from Turkana and Busia. The implementing agency is the NIB. You cannot do an inquiry into the status of dams in this country without touching on the NIB. That is bad ignorance. The NIB is critical as far as the issue of dams is concerned. Hon. Temporary Deputy Speaker, dams play a critical role when it comes to food security. These dams are normally used for irrigation purposes. The NIB is the Government agency in- charge of irrigation. We do not want to waste taxpayers’ money. I want to note that the Committee has done a good job when it comes to observation.
