Why are you shying away from touching on this Government agency? I am not saying that they did a bad job but going forward, we must have consistency. Hon. Temporary Deputy Speaker, dams have been used as loopholes for corruption. This is an area where taxpayers are losing their money. When it comes to procurement, we have been told it was single-sourced which is contrary to the public procurement law. There is no value for money. In this case, there was a conspiracy to commit corruption so that the public loses money. When such a report comes to the Floor, we do not expect generalities. We expect specifics so that either the Directorate of Criminal Investigations or the DPP can act on them. You have very good observations but there are shortcomings when it comes to your recommendations. We have heard about the Kimwarer Dam and the others in Turkana and Budalangi being used as loopholes for corruption. Hon. Temporary Deputy Speaker, I expected the aspect of Monitoring and Evaluation (M&E) to come out in the Report. Those people who are involved in project management should be trained on project management and monitoring and evaluation. This is a problem that we have been facing. Hon. Temporary Deputy Speaker, the Report should also tell us whether it has the face of Kenya because it is designed in some regions and others are left out. When it comes to financing, why are we using private commercial banks that are very expensive yet we can use concessional loans which are cheaper and can give us value for money? You did a good job but you need to pull up your socks. You can do better things for the Report to have teeth so that this House can act."
