Normally, there is the presence of the District Officers (DOs), someone from the Intelligence Serive, someone from the Directorate of Criminal Investigations (DCI) and the elders from that location to verify information. All this was done and now it looks like the only reason why the process has not been completed is because of COVID-19 pandemic. This has now become a reason that is issued everywhere.
