    "content": "NEMA approved reclamation of land from the ocean at Kibarani but failed to follow up to ensure that the licensees stuck to the conditions of the licences, including the approved sizes for reclamation. This is a clear dereliction of duty. There appears to have been laxity on the part of NEMA after issuing conditional licences to developers. There was no proof of follow-up inspections and monitoring to ensure that the conditions set in these licences were adhered to."
