    "content": "One particular case that I am concerned with that touched my heart is that, Mombasa is an island and because of the encroachment and reclamation of the Indian Ocean, we are about to lose the status of being an island. As the Mover rightly put, it is legally allowed to reclaim a land from an ocean or the sea. But the purpose of how you will use that land must be very clear and well defined and it must be in relation with water use. It cannot be that you will have reclaimed land that you will use for office, storage buildings and other things. That is not right and is a major problem in Mombasa."
