    "content": "Hills, which discharge their flow into the five named water drainage basins with an annual total of 21 billion cubic metres of renewable fresh water under normal climate conditions. In addition, ground water contributes another one billion cubic metres of water. This implies that the per capita water available is 650 cubic metres of water. Thus Kenya is classified as a water scarce country by the United Nations standards. (c) My Ministry is aware of the fact that the five major water towers are sources of water for the rivers that flow into the various basins. In this regard, we have formulated the gazettement of six water catchment management strategies, which have addressed all issues relating to water resources management in all the catchment areas. The implementation of these strategies is being done through the Sub-Catchment Management Plans. My Ministry has also facilitated the formation of Water Resources Users’ Associations in a number of catchment areas for the purpose of mobilising stakeholders to take active and inclusive participation in the sub-catchment management issues such as conflict resolution, monitoring water use and undertaking catchment conservation measures. In the short-term, the Ministry is already constructing five large dams at a total cost of Kshs6.9 billion, which are scheduled for completion by the year 2012. These dams will increase the national water storage capacity by 21 million cubic metres. Also, 100 additional small dams are being constructed countrywide this financial year. Construction of water storage infrastructure is being accompanied by massive investment in afforestation. Mr. Deputy Speaker, Sir, as part of the medium and long-term measures to be undertaken by the year 2012, my Ministry will construct 1,000 water pans, 24 large dams and drill 1,000 boreholes countrywide. Further, my Ministry plans to procure dam construction units in order to cut down the cost of dam construction. In addition, my Ministry is exploring ground water recharge potential, especially in areas facing serious water scarcity."
