Speaker, I rise to ask the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works: (i) What plans has the Ministry put in place to ensure that jobless youths in all counties other than those in the slums and urban areas, benefit from the National Hygiene Initiative dubbed “ Kazi Mtaani” especially in the programmes and projects for the fight against the COVID-19 pandemic? I would request that a sustainable plan is provided to this House so that we know how many youths are targeted and how the programme is going to be sustained."
