    "content": "I am trying to move very fast because I have to contribute for five minutes. My only concern which I shared with the other Members is the latitude of the financial amount that we are giving. We are bringing in everybody. The other concern is that we will provide this Fund but sometimes, as we have known in the other frameworks, the people whom we need to reach are not reached. This is because most of them do not even know that they need to register at that level in order for them to access the facilities. So, we must look beyond just providing for a fund but also providing for a framework to assist people to register as companies and business, so that they are able to actually access these facilities. Otherwise, we will still be excluding thousands of Kenyans."
