    "content": "Mr. Speaker, Sir, I oppose this Motion because we are told that the Building Bridges Initiative (BBI) is proposing a 35 per cent revenue increase, but where is it? We are being told that we should pass the formula or BBI will collapse. We do not care! Let BBI collapse, because money is everything to us. We have been marginalized over the years. Therefore, we cannot sit here and be lied to that we will pass this formula for two years then we will change it after two years. What will happen to those Senators who will come in at that time? Who knows whether we are going to be here or not? We have a history where people sat and actually reduced the responsibility of the Senate in the previous Parliament. When they came to the Senate, they regretted. The same thing will happen if you come back to this House and find the formula that you appended your signature on when you were in this House. Mr. Speaker, Sir, I am not going to accept this because, look at the mother who is in Kapsabet. Look at the mother who is in Kericho, who travels hundreds of kilometers to get service delivery. People need to understand all that when we are making these kinds of decisions. I do not want to waste a lot of time, but I am saying that we need to understand the dynamics of this country. Mr. Speaker, Sir, I oppose both the formula and the Committee’s report. I thank you."
