    "content": "Under the Statutory Instruments Act, where the Committee resolves to approve the Regulations, we do not need to make a Statement to the Senate. It is only where we are rejecting that we make a Statement to the Senate and that particular Statement will be voted on by the Senate, in order to be approved or rejected. Under the Statutory Instruments Act, we are not obliged to make a Statement, unless the Senate obliges us."
