    "content": "As I support this Sessional Paper, I appeal to the Committee that there is a sense in which we are doing great in getting statements and policies, but we need to ensure that there is, as this policy indicates, a kind of balance between the policy statement and practice. I do not see any other way that we would get this done, other than through a very effective monitoring and evaluation that shows us the Acts and legislations like the Land Act and where we are. This can be done through disaggregation of data."
