    "content": "Thank you, Mr. Temporary Speaker, Sir. I want to thank my Chairperson for that thorough Report. Due to constraint of time, I will just want to speak on two issues. First, in our inquiry as a Committee, it was very unfortunate that we found very different type of preparedness by counties. We found some counties had good preparedness while some counties were below par. This was a very serious which has actually contributed to all these issues we are seeing of the second surge. The second very urgent matter that needs to be addressed is the issue of COVID- 19 regulations by the Ministry of Health (MOH). We have really ignored the regulations given to us by MOH.
