    "content": "Madam Deputy Speaker, even in terms of tenders, we have been talking about tenders in the counties. We have been talking about 5 per cent of them be given to youths, women and Persons with Disability (PWDs). They should be given the right education and research centres established to place them in the right education sector so that come the future, they are well educated and can even understand what tenders are. What happens is that they miss out on these tenders because they are poverty-stricken and uneducated."
