    "content": "we do not have any county with that data; maybe it is at the national level. Even then, I do not think that the data at the national level is segregated enough for it to make investment sense. We talk about marginalization in our country with regard to regional or how further from the center. One major marginalization that should become a definition, is the fact that if somebody has disability, chances are that they will be marginalized. The definitions should also be changed so that children with special needs are taken care of because they are marginalized and stigmatized. If that is not the case, their access to education and opportunities will be curtailed. Mr. Temporary Speaker, Sir, as I congratulate and support the Senator for coming up with this Motion, I look forward to participating in its implementation and see the return on investments we get when we invest in our children with special needs. We should form a habit of not just making laws but also implementing them. I thank you and support."
