    "content": "Thank you, Mr. Temporary Speaker, Sir, for this opportunity. Today my day will end very well. I am happy that this Motion has come before my fellow Senators. I have been really impressed because of the engagement that they have given me and the value that they have added. I thank my fellow Senators for supporting this Motion. I particularly acknowledge that the seed Sen. (Prof.) Ongeri planted when he was the Minister of Education in 2009 has now given fruit, because it has now come to the Floor of this House. Thank you very much, Sen. (Prof.) Ongeri, for starting this walk on fighting for the rights of Persons with Disabilities (PWDs). He has acknowledged that PWDs also have the potential, which just needs to be nurtured. He has opened our eyes on Sections 46. 47, and 48 of the Basic Education Act. I really miss Sen. (Prof.) Ongeri in the Committee on Education. He was very instrumental when we were developing the Kenya Sign Language Bill. There was a lot of input. I know that we will benefit a lot from his wisdom and experience when coming up with this Bill. Mr. Temporary Speaker, Sir, I want to say on the Floor of this House and before my fellow Senators that I wrote to the Directorate of Legal Services some time back when this Motion came out, and said that I wanted it as a Bill."
