    "content": "In addition, the Government recognizes that efforts must be made through a comprehensive environmental conservation to forestall the adverse effects of climate change in order to reverse damages to our scarce arable land, water and biodiversity resources. To this end, I have allocated a total of Kshs51.5 billion under environment, water and sanitation sector. This amount represents Kshs13.3 billion or 34.5 per cent growth over the sector’s budget allocation for 2009/2010, demonstrating the importance we are attaching to environmental conservation going forward. I have in addition allocated Kshs2 billion toward implementation of specific high impact environmental conservation programmes."
