This includes Kshs71 billion, which will be financed through Appropriations-In-Aid (A-In-A), and expenditures financed directly from the Consolidated Fund Services, amounting to Kshs187.7 billion, thus leaving a net of Kshs416.9 billion for discretionary Recurrent Expenditure."
