    "content": "Madam Temporary Speaker, most of this money does not fall in the hands of the intended people. This is because most of the elderly are sickling. They do not have dependents. Some of them have lost their children to HIV/AIDS pandemic. From what I know, most elderly people do not have their children. If they have their children, their children are equally in need of support. They live with their grandchildren, children who have become “ wakoras,” if I may use that word. Sometimes it goes to their phones directly, or sometimes they are required to go to the nearest facility like a shopping centre to get their money. Most of the children that they are staying or living with have a way of taking this money away from them. It makes life very difficult for the elderly to be supported in a proper way, the way the Government intends. The electronic version of the Senate Hansard Report is for information purposesonly.
